The blockchain I know best is Algorand, which has 5 second finality with no forking, and costs 0.001 algo per transaction (roughly 0.2 cents US). Algorand has 1000 tps right now for transactions and smart contract executions, and has a roadmap to reach 46k tps by the end of the year (realistically, maybe Q1 2022). Developers can use languages they already know like Python, Javascript, Java, and Go. Extensive and clear documentation is available here.
