Windows eat your heart out !!! Simple theming but I like it. Easy on the eyes in any light level and supremely functional for my needs.
You can install Cinnamox themes in Mint's theme settings or download them from Cinnamon Spices

Wallpaper doesn’t stay after shutting down.
I do not have any experience with CinnVIIStarkMenu, but on the website I see where it is not tested on LM 20.3 and LM21.0. It should work on LM 21.0, but there are issues with Cinnamon v5.4 that may or may not be at play. https://github.com/linuxmint/cinnamon-spices-applets/issues/4364

It's definitely not a DE-agnostic question. I don't use Cinnamon, but I searched around the official add-on site (https://cinnamon-spices.linuxmint.com/) and didn't see anything that did exactly that...

Can I turn my display into monochrome?
Yes! There's an unofficial Cinnamon spice that helps you do that. You can basically switch the Cinnamon interface to B&W on click: thread, direct download. Works like a charm on 20.3.

Am I missing something?
Rather than install a second DE like KDE, look to see if there is a Cinnamon theme you like. There are a lot of them at the Cinnamon Spices website, and the Cyberpunk Neon theme should be compatible with Linux Mint.

Dark mode applet not working
Looking at the comments of its Cinnamon Spices page, it looks like it's had issues for a while. Comments on this issue on its github, it might be because the folder $HOME/.local/share/icons isn't present. If you create that directory it may fix your problem (according to the thread)
