Sounds like BOOTI fits your requirement. It uses USB thumb drive and emulates 32MB hard drive images like Total Replay that you can plug into modern PC and copy image files onto. It's particular about USB thumb drive you use and formatting but it works fine for me with 16GB USB 2.0 thumb drive fully formatted (not quick formatted) for FAT32. To manipulate files within the image you can use CiderPress. Also, you have to track down the developer, David Mutimer, since I believe you can only purchase it direct from him these days.
