Is something wrong with the servers today?
Depends on what platform your on; if its Linux you can install it via the package manager if its not included; as for windows you'll need to use external tools that replicate it like winmtr or pingplotter though there's many others.

Computer seems to have severe packet loss (up to 3 seconds) whenever I play a game
You can use (MTR)[https://github.com/White-Tiger/WinMTR/releases] to run a ping test on the entire network path and see where the issue is occuring, this should quickly isolate this something you can fix vs something the isp must fix. I'd suggest you to download and use a MTR software first to figure out where the packet loss is originating form, then figure out the solution from there. I'll recommend WinMTR (https://github.com/White-Tiger/WinMTR). Use 1.1.1.1 or 8.8.8.8 as the host.

Why do my local network lags if the internet's being spotty?
If everything internal is solid but external pings fail you could try something like WinMTR redux https://github.com/White-Tiger/WinMTR/releases to run a tracert to your target IP and then ping all hops along the way.

Virgin Media Business told me they’d literally won’t do anything to fix my internet issues and hung up on me. What can I do?
Try tracing with WINMTR instead as it's easier to read and copy out if needed, and you could also test forcing to the free googledns or cloudflare dns alternatives as Virgin's DNS has had reliability problems many times.

Any ways to fix desync/hitreg issues?
If you hit someone with a direct rocket (from rocket launcher, not rpg, just strictly speaking) and it deals 0 dmg you are experiencing packet loss. Most likely it's on your end, due to poor routing or possibly, if you're using it, Wi-Fi. Did you turn on performance icons? If not; turn them on and check if you're getting experiencing packet loss (see here for explanation of what the icons mean). Note that it only shows for more than 3% packet loss, you can have <1% packet loss and still have 0 dmg rockets. You can trace the route to your server of choice to see if you have any packet loss. Ping spikes through appering after ISp did work in my town
You are going to need to use somthing like MTR (Windows Version available here,https://github.com/White-Tiger/WinMTR) or pingplotter and past the results here.
