That's only true for games that can still have new glitches discovered. SMB is a very small and simplistic game that has been fully reverse engineered and reassembled into human readable code, and then has been analyzed by many very motivated and intelligent people. Obviously the probability of discovering something new isn't literally zero, but don't hold your breath. The reason TASes get beat is because those TASes aren't made with perfect information about the game.
