Now I did find something from a quick google search. I've never used it though so trust in your will. https://github.com/SKCraft/Launcher Now, however, I would like to preface that you may have to deal with allowing your launcher to be supported through Microsoft as I read elsewhere about the PolyMC launcher having their MSA client ID rejected when they had drama (although this is different it may be something you have to get) but I am not an expert regarding the subject so I cannot confirm.

Third party downloads are not "leeching." We have a right to play modded Minecraft without corporate interference. Where did we go wrong? Why are we supporting proprietary vendor lock-in?
This has all been done before with stuff like SKCraft Launcher, packwiz, good old MCUpdater, "passing .zip files around", Technic, etc etc etc.

Is there a way to set up a modded server (forge) that doesn't require me to lead all my not so technologically inclined friends through the maze of installing mods.
If you are more technically inclined and have some server hosting space to spare, you might want to consider things like packwiz - this adds a MultiMC pre-launch hook that automatically updates modpacks - or SKCraft Launcher, a sort of "white-label launcher" that distributes whatever modpacks you like.

How can I make a client that only downloads the mods we set it to install. We are making a server with modpack and the installment needs to be simple.
You could also use https://github.com/SKCraft/Launcher , which requires you to host your own webserver, in case you want to bundle in mods not on Curseforge (Optifine comes to mind). This option is a middle ground in complexity between 'complete DIY' and 'Curseforge pack', while allowing at least some of the flexibility afforded by DIY.
