Can one summon mobs that have not been elected for entering Minecraft? And if yes, how?
I use MultiMC. It doesn't have as modern a design as many people prefer these days, but it suits me, and I trust the developer to stay with the project longterm, and it's not a heavy pig with resources like some other launchers are. That's not to say there aren't other good ones out there; it's just the one I personally use, and can describe setup reasonably well even when not looking at it. The most important two points with this mod-friendly launcher are firstly that it will automatically set up each instance in its own folder on your computer, so you should never have configuration or version problems switching back and forth between different modpacks or vanilla versions, and secondly that installing the modloader you will need for running your modpacks is as easy as selecting it in a menu. * https://multimc.org/ * https://github.com/MultiMC/Launcher/wiki

Important warning for users of the PolyMC mod launcher: Shut down *right now* and don't use it again unless you know exactly what you're doing!
Which other launchers could I use instead? – The shunted devs have established PlaceholderMC as a temporary official replacement. There's also ATLauncher, GDLauncher, and PolyMC itself was a fork of MultiMC.

PolyMC compromised apparently according to essential mod devs
The MultiMC dev faces some hardships ever since Microsoft did the whole "migrating Mojang accounts to Microsoft accounts" stuff (which came with API changes that put more legal burdens on 3rd party platform developers), leading to the dev writing some stuff that some people didn't like here.
