What is the most resource efficient method of monitoring multiple PRAW streams with a single worker?
If you're even remotely concerned with performance, it's far more efficient to to just do all that yourself and then fine tune how long you sleep for. Just make the request to each separate endpoint, skip any objects you've seen before and do your processing. That's what I do in my moderation bot (though it's somewhat abstracted there). I also sleep 60 seconds between checks, for stuff that also needs to be fairly prompt, and I haven't ever had any problems.

In fact, I have some code that does almost exactly what you're doing here. This class defines a User, Submission and Comment object and the init() method at the bottom sets up the database. This function iterates through new comments in a subreddit and adds them to the database. This function is an example of querying, with some filters, how many comments a user has.

Is there a way to check mod actions on a post (similar to the actions toolbox shows)
I have praw code that does this starting here and here. You could probably simplify a lot of that if you only need to do something specific, but that's a comprehensive system that loads the notes into objects, lets you edit them and then saves them back to the subreddit.
