Yes it's possible. You can edit the database (https://github.com/xAranaktu/F1-Manager-2022-SaveFile-Repacker) and but someone who is retired back in to the game. Note that he will be a free agent then so it's up to the team what to do with him.

The game does not show my new modded save file
First of all, I am a complete noob when it comes to modding, I have installed a few in the past, but this is my first attempt at doing any modding myself. I wanted to change the points system as I wasnt happy with the one I got. I followed this guide to make the changes I wanted and AFAIK I succeeded in changing the values to the I want and repacked the data into a .sav file. After which I put the file into the SaveGames folder of the game. However, I cannot find the new file in the game. All my other saves are in the Steam Cloud and I downloaded the save I altered from my Steam Cloud page as well. Any ideas on what might cause the game to not show up or what I should change in order to be able to load the save?

Cheat Engine Problems
I had the same problem, but I figured that with this repacker you can basically achieve the same thing without using Cheat Engine.
