Best place to make pixel art
Aseprite can be compiled for free, just download the necessary tools and dependencies (there are tutorials or a guide on Aseprite's Github) and you can get a copy in an hour or so. It has pretty cool animation and tileset features and you can export to regular sprite sheets or use different plugins to import .aseprite files into Unity, like this.

How does your pixel art pipeline look like?
Then I discovered this cool Animation Importer package that takes .ase/.aseprite files and converts them to animation clips automatically (it parses the tags on the aseprite file), lets you set some "presets" to disable loop time and adjusts framerate accordingly. It's finicky but it saves a lot of time.

Tool for making 2d aminations out of a spritesheet that is NOT the default Unity animator?
What I've been doing lately is using Aseprite and this AnimationImporter. Some things can be a little convoluted, but it's been pretty useful so far. Aseprite is not free, but I believe you can actually download the source for free and compile it yourself. I'd recommend it if you're doing pixel art.

Advantages over Unity
AnimatedSprite offers a simpler and more time-efficient workflow for frame-based animations, as opposed to Unity's Animator. Although Unity also have a legacy animation component, it's not clear if it should be used or not, and overall doesn't provide a better experience. The best option for frame-based animations I could find at the time was this, but then..
