Don't discount Vivaldi being the culprit, either. It uses many more resources than the average browser because it uses JS for its entire UI, unlike regular Chromium. My guess is though you might want to look at TLP. https://github.com/linrunner/TLP
I use auto-cpufreq myself. Seems to really help on my Dell Latitude.
