Run it in docker. This is how I do it, I have a small network of 3 servers for now for my kids and friends/family running in docker behind bungeecord. There's a good project on GitHub to make this much easier, and the same guy has related projects that provide tooling for things like backing up, etc. https://github.com/itzg/docker-minecraft-server
As for the server, I went with paper for one main reason: I can't guarantee the kids have a computer or Java. So I run bungee, geyser/floodgate, and viaversion to make it easier to maintain the version between different clients of unsophisticated users. I even have one using Phantom to play on Xbox.
