Yeah, this is a problem that longtime Mastodon users maybe aren't sensitive to. This site could be the start of a better onboarding experience. It needs a little improvement - it should take you seamlessly to an instance sign-up page when you make a decision for example.
I don't think https://joinmastodon.org/ fails at what you're asking for. Assuming you know something about Twitter and Facebook, the short sentences in there should make sense and be informative.
