I have been playing with this thing for a while. Instead of doing upscaling in real-time. Just upscale the videos using the best free upscaler instead. https://github.com/AaronFeng753/Waifu2x-Extension-GUI. I have used it on something as small as 240p to 720p and got good results.
Ironically you are better off using Anime4K shaders in mpv if you care about real time playback, and ESRGAN with chaiNNer or the vsgan-trt docker
