What's your upload setting on photos.google.com? I believe that's used as a fallback when clients don't set an upload setting explicitly (though that doesn't explain why you ended up with two different upload sizes). Did you trigger the upload for the two items in the same way? Was it explicitly via the "Backup" action, or implicitly e.g. by adding to an album?
