Yes, Newgrounds embeds Ruffle, a Flash emulator currently being developed that can be run in the browser. Ruffle recently added initial support for ActionScript 3, which allowed a lot of games to run that didn't before. Actually, I looked up the game in question, and it seems to work, though I only tested for about a minute.
