  1. batphone

The Serval Mesh app for Android. EXPERIMENTAL SOFTWARE.

I am not an expert or anything close, but i downloaded this one https://www.servalproject.org/ and it seem to work. The technology exists for a while now so there are meany implementations of it if this one dosent work out.

  3. tor-relay-docker

Tor relay Docker images for x86-64, armhf & arm64 (from source)

If there is at least limited internet access (heavily filtered, but not cut off), it is also likely that Tor will work: https://www.torproject.org/download/

  4. jami-cli

    Jami client for terminal

https://jami.net/ as well, but I'm unsure if it works through bluetooth.

  5. berty

Berty is a secure peer-to-peer messaging app that works with or without internet access, cellular data or trust in the network

https://berty.tech/ and https://briarproject.org/ are other options. Both claim to work through Bluetooth if necessary. I no experience with either, but seems promising.
