There's the tutorial from Ryan linked. However, most plugin development nowadays is being done on the CommonLibSSE-NG fork (and to a lesser extent the po3 fork), and the example plugin for NG has a convenient starting point for mod development, as well as build instructions if you scroll down

What we are severely lacking is decompiling/memory address tutorials however, which is the bulk of troublesome plugin modding. There is one tutorial from gottyduke (https://github.com/gottyduke/PluginTutorialCN). It's in Chinese, but if you run it through a translator it's remarkably understandable
