Buy a good computer, buy a few hard drives, get lucky to live in or move to a non-corrupt town with gigabit internet for $60-80, take all ad / sponsor revenue for yourself. You can run your own commercials / ads when you need a break from broadcasting. You can use less intrusive ads on the site. To connect to the previous point, the cheap drives could also store your videos and previous broadcasts. Another computer can function as a simplified YouTube. You won't need an algorithm as advanced as YouTube since it'll be content from fewer creators. For broadcasting, there are projects like this.
