Github makes a note whenever an issue is closed. When an issue is reopened that message does not go away a new message stating that the issue was reopened is posted. Take a look at this issue for instance which was closed and then reopened. And look at the messages at the bottom.
Meanwhile, the GitHub repository is always updatable and always found at the same URL, so if you want to see the latest news, you can just go to the page and look for yourself. Want to see what's new from the last week? Look at the commits (https://github.com/awesome-stable-diffusion/awesome-stable-diffusion/commits/main) and you can see what recently changed.
