Check out KIT, https://github.com/awslabs/kubernetes-iteration-toolkit. You can install KIT on an existing cluster and create additional guest clusters using a CRD. K8s components and etcd run as worker nodes in the original cluster. It looks like this is primarily used for scale testing different cluster configurations by AWS.
Gardener does exactly that. One global cluster manages smaller per-region/cloud provider management clusters and those will contain the control planes of your workload clusters. This way you can have like 10 000 clusters and not deal with multi-tenant issues. One workload = 1 cluster.
