My way around the is to use throttled and limit the CPU TDP: https://github.com/throttled/throttled
Alternatively auto-cpufreq seems to do a good job in auto mode which is more of an "at will" profile.
If you buy a Ryzen system, you can use https://github.com/FlyGoat/RyzenAdj and easily set a temperature limit (eg, `-f 60` or something) and you'll never have to worry about overheating.
Similarly, on Intel laptops you can use https://github.com/intel/thermal_daemon to do the same (lower the TripPoint Max Temperature in thermal-conf.xml
