Uninstall Google Photos. Then go to https://photos.google.com n a web browser, and delete from there. This will be initially easier to do from a real computer and not phone/tablet. You'll need to select the first picture, then slowly scroll to the end (only scroll fast enough that all thumbnails completely load), shift+select the last photo to select them all, then delete. Finally, empty the trash.
