I personally used Ubuntu Server and used this Docker container. Very straight forward to set up and also quite easy to manage. You can use Portainer to check the logs pretty easily (would recommend) and manage the container if you want to change some settings.
You could check out AMP - it's a game server panel that supports Ubuntu and Minecraft. It's only one command to set up ( - no command line knowledge required - ) and has automatic HTTPS support out-of-the-box (you still need a domain ofc) and 2FA support to keep it secure. It just runs on any regular setup and doesn't do anything funky to store the data. Running the servers in Docker is supported, but optional. Tutorial video here. - installing things like Paper is a simple option and very straightforward. You can also manage it from your phone.
