I want to get started with open source. I came across https://github.com/psf/requests repository. However, I couldn't find contributing.mf file mentioning the guidelines. If someone wants to add their changes, can they make a PR directly? What if I decide to write the contributing guidelines and make a PR in this repo, does that count ?
