My recommendation for you is Cryptee. Even if you have parental controls that disallow installing apps, this could get around that because it is only available as a Progressive Web App. You can add the url as a shortcut to your homescreen, bookmark it, install the PWA or just remember the url to use (crypt.ee). Think about Cryptee like the [[#Secure subsystems]] I recommended earlier. The difference is it doesn't hold apps, it just holds your documents. Cryptee is so secure I would even consider it for threat models involving nation-state threat actors.

As far as Tor is concerned, Tor provides anonymity. You can learn more here. In the use case described in the post, it is used for the same purpose as the VPN: to obfuscate your traffic from anything between your device and the exit node/VPN provider. Tor has other benefits as well. The Tor browser itself is build in such a way that it is extremely difficult to determine your identity or for websites to track you.
