You will need Paragon, which is a tool for editing 3DSFE games. (Apparently it also is used for hacking Radiant Dawn, but I know less about that.) That github page also explains the prerequisites for using the tool, namely Rust and Python. If you know of FEBuilder, Paragon is the closest thing the FE community has to FEBuilder for 3DSFE games and it's quite robust. If you're interested in editing these games I'd start with that link.

Basically, you would need a tool to unpack an FE15 3ds file, load the files into Paragon, edit the skill on everyone you want and then repack the edited files with the rest of the unedited files from the game, and play. If you're wondering how to unpack and repack 3ds files you may find this resource on github to be useful.
