No, that issue stems from how the HDMI is treated in windows, when you turn off your CX as far as windows is concerned, you completely removed the display, so it moves all the windows to your other monitor. You can use this little program to fix this issue https://github.com/hunkydoryrepair/MonitorKeeper just remember to set it so it starts up with windows.
