I don't have experience with those programs, but I've used Zim before for similar purposes to great success. It's a framework for editing txt files that allows markup, embedded images, hyperlinks between pages, etc. It runs entirely offline, but you can sync it between computers with any sort of filesharing system (I kept mine in a Google Drive file, for instance)
I always thought of Obsidian Portal as a kind of wiki. Maybe you can use something like TiddlyWiki. It's a simple wiki you can install on a USB thumb drive or locally. I used it several years ago for planning out a campaign once and it worked pretty well. Haven't used it in a long while though.
