There's a similar open source alternative called Darktable
Depending on your workflow it might make sense to export PNGs directly from Affinity and then reduce their size with a utility like Oxipng, which uses all your cores to find the best algorithm for each particular image.
Open www.Photopea.com and disconnect from the internet. You will see, that all features work properly. Photopea needs the internet only to load the latest version of the software (= 1.5 MB of Javascript) into your computer (and run it on your computer).
