It's best not to mess with the photo much, but sometimes cleaning up it up slightly helps (like color correction, etc.) If it's small, if results are poor, you can use projects like this or even consumer-grade tools like bigjpg.com to get a little more size without quality loss, or to just clean up a little of the noise. But ideally you'll get results that give you something to work from without ever altering the source photo. You still have to verify in other ways—tools like this just give you another foothold to pivot from.
