Their design goals may differ from yours, but relevantly for the discussion of language is their goal of "Being understandable and supportive for mappers". This supports local people doing the on the ground mapping, over foreigners wanting to read the map. Another goal is to "represent the diversity of the OSM community and geography in general", which again is in support of using the national languages as the default.
