I suggest using this docker image which includes rtlsdr-airband and icecast. rtlsdr-airband can be configured to jump between frequencies, retuning after each one, or to constantly monitor a set of frequencies within the available bandwidth without retuning. The output of each channel can be mounted as a separate icecast stream or mixed into a single stream.
there's an open issue for that feature. in the meantime you'd probably have to hack something together (publish it if you do, I could use something like that but I'm too busy to work on it).
