  • Closest I think you'll get without learning some web dev is Kollaborate self hosted server(it is about $700 I believe) or pydio enterprise has some video note taking. There is a repo on GitHub that does some of it, but not plug and play by any means(pydio enterprise uses this plugin to power their video notes. https://github.com/contently/videojs-annotation-comments
