Poricom is probably what you could be happy with. Download the program, launch it, and when asked whether to import the "manga-ocr model", say yes. It will download it for the first time, and whenever you start the program, you'll have to click "yes" again so it uses that model.
Check out manga-ocr for probably the best OCR right now, or Poricom for a version with a user interface, if command line isn't your thing.
Alternatively, mokuro is a tool running on manga-ocr that converts manga text into text you can scan with a pop-up dictionary like Yomichan. Thanks to Yomichan and Anki's AnkiConnect plugin, this also allows you to create one-click Anki flashcards from Manga.
