Is it just me or I cannot download any languages for this specific R4 3DS Dual core 2015/2013? That’s the cart I have and I’m having no luck…

For GBA games you'll need to use GBARunner2, just load either of the "ds" versions, if one doesn't work try the other.

On 3DS you also have better options for running GBA games than GBARunner2, open_agb_firm, VC injects, or even mGBA (only if you're on n3DS) will work better than GBARunner2. For DS games there's also the option of TWiLight Menu++ on CFW 3DS, however flashcards still have slightly better compatibility generally.

3DS games are not possible to run on that card, it's just a DS flashcard. 3DS flashcards do technically exist, but they're so expensive and CFW is better in every way and free so it's recommended to just use CFW, https://3ds.hacks.guide.
