The idea is to create a large community project, whose main goal would be to translate as many mods as possible to as many languages as possible, thus hopefully increasing accessibility and general comfort while playing the game. All necessary preparations have been (hypothetically) made. The repository for handling said project along with more details about how exactly it would work can be found here.
It is IMO far preferable for mod authors to implement this plugin: https://github.com/dima74/factorio-mods-localization
