No, it never has been, and there are no plans to make it so. It has been much discussed, but it seems intractable...
And that's why I'm working on a new project rubocop-semver, which will will follow SemVer. It will lock down updates to rubocop actual whenever breaking changes are introduced. Gems released will target each minor version of Ruby, such as rubocop-ruby3_1, which I hope to release very soon.
