So we've dead-ended that path and I'm now instead breaking the Dogecoin changes down in a way that makes it to review each PR, and also gives us a stable state after each PR. It means functionally I'm making like a dozen Doge-like coins as we move from Bitcoin to Dogecoin, but the theory goes that for example https://github.com/dogecoin/dogecoin/pull/1686 you can easily see the code changes are fine, even if the test changes are a LOT, and then later when we have to make more dramatic code changes they only include test changes for that code.

For 1.17 I did actually fairly much smush Dogecoin Core 1.14 onto Bitcoin Core 0.17 and got somethat fairly viable ( https://github.com/rnicoll/dogecoin/tree/1.17-dev-sync-tests-alert ), but it's rough, and certainly not... like... I feel comfortable letting people run a $5bn coin off it.
