To kick things off, tcp-bbr is normally the first change I make when spinning up new servers as (in my experience) it has the largest positive impact.
For one-click tuning, I always use jerry048's script: https://github.com/jerry048/Dedicated-Seedbox . The upload speed improvement is quite significant. The only downside I noticed is that it seems to be "too aggressive", which means a certain amount of bandwidth can be wasted when seeding.
