  • reanimate

Haskell library for building declarative animations based on SVG graphics

That aside, it seems that svg-tree doesn’t support filter elements, so I recommend reanimate-svg. You can join the Discord server for Reanimate and ask for help. Good luck.

  • svg-tree

    SVG loader/serializer for Haskell

    Some background here.

  • diagrams-input

Reading of raster images with JuicyPixels, SVG images with xml-conduit

https://github.com/diagrams/diagrams-input/ can read SVGs into diagrams, although it is unreleased and possibly slightly bitrotted tested to build with GHC 9.2 -- YMMV.

NOTE: The number of mentions on this list indicates mentions on common posts plus user suggested alternatives. Hence, a higher number means a more popular project.
