you could use something like themix -- https://github.com/themix-project/oomox if you wanted a "GUI" but i am not so sure that it would make your life easier.
really, changing the base colors isn't that hard. it's more complicated than it looks and but also it can get quite complicated. my current theme's gtk.css has about 6300 lines in it. so...
