1.21 I think is on pause for now, the last tag ( https://github.com/rnicoll/dogecoin/tree/v1.21.0-2021-09-18 ) is pretty damn complete, but it needs a huge QA process which is the challenge. Instead there's more of a focus on keeping 1.14.x stable and secure, which is a lot less likely to cause issues (such as the Binance one where transactions which had been stuck were suddenly unstuck).

Keep in mind the Foundation is also running ecosystem projects to improve adoption, for example https://github.com/dogecoinfoundation/libdogecoin is a new implementation intended to then be bundled with language bindings so there's a consistent base for everyone developing on top of Dogecoin, irrespective of target language.
