So all else equal, fees should have to go up at least 60x to pay the miners with the same rewards as today. Another way to look at it is Bitcoin is currently running at a loss by paying 60x more for security than it collects in fees, meaning holders pay for the security via supply inflation that's mostly hidden by price appreciation. Every time the inflation rate halves, that's half as much spent on security unless fees go up to compensate.
