  • You should determine if your concerns are about privacy or about anonymity (or, if both, what mix of the two). To a certain degree, this depends on whether you're worried about being surveilled (a privacy problem) or about being incriminated (an anonymity problem). For example, if you're worried about privacy, then the university and IllinoisNet are the least of your problems: the out-of-the-box settings on Chrome have already screwed you over, and you should consider switching to another user-friendly browser (like Firefox or Brave) that offers (much) better privacy. If what you're worried about is anonymity, then even Firefox or Brave may prove insufficient---for example, try using one of those browsers to take the EFF's Cover Your Tracks test---and you should learn more about the Tor project.

  • ivpn.net

  • It might sound like overkill, but it doesn't hurt to pick a good VPN while you're choosing your first VPN. In particular, you should avoid a VPN housed in a Five Eyes country (Australia, Canada, New Zealand, the UK, or the US). The three VPNs recommended by Privacy Tools are Mullvad (Sweden), Proton (Switzerland), and IVPN (Gibraltar). Many other services are fine. But in all cases, you are switching your informational deference from your base ISP (in this case, IllinoisNet) to your new pay-for-play ISP (your VPN), and you have to rely on faith that the VPN will act to protect your interests if push comes to shove.
