The CLA is an issue, but they have yet to relicense a version of Audacity under a proprietary license. If we take them at their word, they only wanted to relicense it under the GPLv3 to make it compatible with other software they have control over, such as Muse Score, and possibly under a more permissive license that would allow them to publish it on the iOS/Android app stores.
Nope. Audacity 3.1.3 (latest ver. here). We use only 3 patched for unbundle wx and fix some bits on x86. Also third patch it to fix rpath. No telemetry here. It is disabled by default (you can enable it in options just like in Firefox or similar). Also you can unbundle in easy way all bundled dependency and use system libs. All stuff you can unbundle in cmake build system. It is easy. Why they bundle it? Because newbie or some old or weak distros can compile it without issues. Look at handbrake (they bundle a lot of stuff) same with mumble, Firefox even Chromium... As proof look at Mandriva packaging https://github.com/OpenMandrivaAssociation/audacity/blob/master/audacity.spec
