Reading this discussion on Github makes it seem as though the main reason the OS was added because it has Verified Boot and LineageOS doesn't. I know that the project is open source but I am not an Android expert and so rely on the wisdom of others to make decisions when it comes to this stuff. The large size of Android's source means that it is also difficult to verify the builds.
