Has anyone had any luck setting up a playbook to register a new RHEL box to an on-prem RHSM satellite?

See this example role from the Redhat-COP projects. With this role, the only difference is that you specify the URL of your satellite instance instead of access.redhat.com.

Otherwise you can also look at theforeman collection at https://github.com/theforeman/foreman-ansible-modules. There is a role available under both collection for activation keys.
