This is a way to guarantee the claim is being taken from the JWT. So if you suspect it's still using windows claims, take a look at the token itself in https://jwt.io. Copy and paste the token from the dev tools in your browser, and examine it in that tool, and you'll see what claims you do and don't have. You can probably work out if your role claims are being generated from windows, or from your method.
I looked into simplifying this a lot a few weeks ago and ended up putting together a small helper library to make my life easier around permissions if you want to check it out. Should be able to integrate into your authentication setup just fine.
