    Terragrunt is a thin wrapper for Terraform that provides extra tools for working with multiple Terraform modules.

    You'd still need some way to ensure plans for foo and bar are run after the networking module. If you're using Terraform Cloud, you could use run triggers. You could also create/update the CI/CD pipeline to ensure plans are run for foo and bar after the networking module. Terragrunt may also help solve this problem, but I have no experience with it.
